About the Training Unit


Specialist Mark Worley

Specialist Mark Worley oversees the Butler County Sheriff’s Office Training Unit. Specialist Mark Worley retired from the Montgomery County Sheriff’s Office as a Sergeant / Range Master, after serving twenty-nine (29) years with them. Specialist Worley brings a vast amount experience to the Sheriff’s Office having worked in numerous divisions at Montgomery County, especially in joint training of law enforcement agencies outside of his own. With this experience, the Sheriff’s Office introduced a joint concept of training all Butler County law enforcement agencies together to complete twenty (20) hours of Continual Professional Training (CPT). CPT consists of critical subjects required for all peace officers by the Ohio Attorney General.

The Training Unit provided instruction on the following critical subjects as defined by the Attorney General of Ohio:

  1. Trauma Informed Policing (6 hours): How to effectively engage those suffering from mental illness, PTSD, and substance abuse disorder.
  2. Practical Application of Force (4 hour): Sharpening decision-making skills regarding the use of force through scenario-based exercises.
  3. Blue Courage Academy (4 hours): Strengthening the legitimacy of law enforcement in local communities with a focus on self-wellness.
  4. Legal Updates (2 hours):       Update on changes to Ohio law that took place in 2016 including open carry and concealed carry law updates.
  5. General Law Enforcement Topic (4 hours):   The Sheriff’s Office exceeded the 4 hours, by providing eight (8) hours of subject control training. Training consisted of basic subject control techniques, including handcuffing re-certification, OC Spray re-certification, ASP re-certification and decision making scenarios.
  6. Additionally, the Sheriff’s Office completed the American Heart Association’s Hearstsaver First Aid/CPR-AED certification program.

The following are the agencies that participated in training provided by the Sheriff’s Office:

Butler County Sheriff’s Office, Hamilton Police Department, Oxford Police Department, Trenton Police Department, West Chester Police Department, Fairfield Police Department, Fairfield Township Police Department, Middletown Police Department, Metro Parks of Butler County, University of Cincinnati Health Department and Ross Township Police Department.

Firearms Training Facility

The Firearms Training Facility is a joint venture between the Butler County Sheriff’s Office and the West Chester Township Police Department. The facility has a classroom and 14 shooting lanes with computerized targets on each lane, as well as a live fire shoot house for training officers on conducting building searches using live ammunition. The range is capable of allowing the firing of any weapon within our inventory, from semi-automatic handguns, shotguns, rifles and submachine guns.

Each agency provides their own instructors to perform training for their department. Several agencies use the range to train their officers, Outside agencies pays per day for the use of the facility and provide their own ammunition, instructors and targets for the training.

With several agencies using the range, approximately 200,000 rounds a year are fired at the facility.

The training of law enforcement officers in firearms and tactical training in these trying times is paramount to ensure that they are able to meet the challenges that may arise. Sheriff Richard Jones and Chief Deputy Anthony Dwyer are committed to ensuring that their deputies and all law enforcement officers are trained in the latest firearms and tactical techniques to protect the citizens of Butler County.

Sheriff’s Citizen Academy

In 2011, BCSO hosted the 5th Sheriff’s Citizens Academy. Twenty-four residents of Butler County spent eight weeks becoming familiar with the workings of the Sheriff’s Office. Representatives from each division shared their expertise. Students visited Judge Hedric’s Courtroom to learn about the criminal justice system. Chief Dwyer walked them through the investigation of the “Torso Case.” The highlight of this year’s training was the CCW component that prepared interested students for their CCW license. Seven graduates of the SCA were selected for the Citizens On Patrol.
