Detective Division Makes Arrest For Unlawful Sexual Conduct With A Minor

 

Sheriff Richard K. Jones reports the Butler County Detective Division has made an arrest of Shawn D. Chadwell of Somerville, Ohio.  Detectives were notified by Butler County Children Services of a complaint of two juveniles that had sexual relations with Mr. Chadwell. Chadwell was brought in for questioning and arrested on two counts of Unlawful Sexual Conduct with a Minor 2907.04(A3) F3.  This investigation is on-going and more charges are expected.

With children not in school, it may make it more difficult for them to reach out for help.  We have to stay vigilant on matters such as these to where children are heard and protected,” states Sheriff Jones.

First Confirmed COVID-19 Case In Butler County Jail

 

Sheriff Richard K. Jones reports that over the weekend, the Butler County Jail medical staff tested an inmate who was exhibiting a low grade fever for COVID-19. After the test yielded a positive result, the inmate (35 year old male) along with his cell mate were moved to another Butler County jail facility that has been emptied and prepped to handle inmates that test positive for the COVID-19. The cell mate has also been tested with results pending. The Butler County Jail has only one (1) COVID-19 confirmed case.

 Sheriff Jones states, “My corrections and medical staff have prepared diligently to handle any inmate that tests positive for COVID-19. We were lucky for a while but rest assured, we will protect staff and the inmate population the best we can to ensure everyone’s safety during these unprecedented times.”

Monroe Female Charged With Cruelty To A Companion Animal

 

Richard K. Jones reports on Wednesday April 08, 2020 the Butler County Dog Wardens were called out to a residence in Monroe reference several 911 calls from multiple witnesses who observed a female, through her glass door, body slamming and punching a black Labrador puppy.  The witnesses further reported they could hear the canine howling and yelping in pain until motionless, fearing it was dead. The canine was seized and thirty two year old Gabrielle Johnson of Monroe was charged with Cruelty to a Companion Animal 959.131b Misdemeanor 1.

“Companion animals are just that, companions. You do not mistreat or abuse them and if you do, you will face a judge. It won’t be tolerated,” states Sheriff Jones

Sheriff Richard K. Jones reports that Pastor Jim Mullins of  the Calvary Church in New Miami in Butler County, Ohio request they hold their Easter Sunday service in their parking lot with the congregants in their cars.  Sheriff Jones contacted the Butler County Health Commissioner Jennifer Bailer reference this request.  Health Commissioner Bailer stated, “it’s a great idea!”

“Easter Sunday services are a vital part of religious ceremony and is held sacred to those who desire to worship on that day,” states Sheriff Jones.

Neglected K-9 Found – Owner Sought

Sheriff Richard K. Jones states the Butler County Sheriff’s Office Dog Wardens located a Pitbull/Lab mix sitting on the side of the road located in the 2600 block of Hamilton Middletown Rd. in St. Clair Twp. He is severely emaciated and dehydrated currently under the care of a veterinarian. No chip, tags, or collar were located on the canine. “We ask anyone who may recognize this canine to come forward.  We will work diligently to seek who is responsible for this abuse and hold them accountable,” states Sheriff Jones.

Sheriff Richard K. Jones reports he is seeking a Court Order from Common Pleas Court officials to issue an order to the Middletown Health Department to release information regarding the locations of those who have tested positive with the COVID-19 virus.

“I cannot stand idly by watching my men and woman on the front line respond to a residence not having the knowledge they need to keep themselves and their family safe.  This is equivalent to knowing someone has a weapon and my Deputies not given that information. It’s reckless and I won’t stand for it,” states Sheriff Jones.

Confirmed COVID-19 Information Refused To Law Enforcement

Sheriff Richard K. Jones states today that keeping our citizens and first responders safe is his first priority.  Currently, Butler County has several confirmed cases of the COVID-19 virus that have resulted in quarantine.  We have worked with the County Health Department assisting them with quarantine issues as they arise.  The Sheriff’s Office has the largest dispatch center in the county and currently dispatches for 15 Fire / 12 EMS departments and 8 police agencies, including the City of Hamilton and Oxford Police.  We have been able to enter quarantine addresses into our system so when fire, EMS or police are dispatched to that location they are immediately notified that it is a known quarantine location.  This data does not contain any names, just the location of the quarantined individual(s).

Today, City of Hamilton Health Director, Kay Farra, notified our office that under direction of the State they would no longer share this critical quarantine information with First Responders.  Sheriff Jones states, “I find this disturbing and unacceptable.  I may be sending police and life squad members to a quarantined location without their knowledge.  I understand the need to treat everyone as if they have the virus, but realistically we do not have the personal protective equipment to wear on every call.  To have this information and not share with first responders is reckless.  After all, law enforcement may be called to these locations to enforce the quarantine order, are they going to share it then?”

Sheriff Jones Announces Additional Plans In Contingency For Coronavirus

Sheriff Richard K. Jones reports he is cancelling all jail inmate visitations until further notice. The Butler County Sheriff’s Office utilizes a video visitation system; however, large groups of family members fill our lobby each weekend. With Governor Dewine’s recent emergency declaration, we felt it was prudent to limit these large crowds to help prevent the potential of further spreading of the virus. Inmates will be given additional free calling privileges until we reinstate visitation and we will continue to monitor the situation on a daily basis.

Sheriff Jones also announced that he is increasing staffing in the Regional Emergency Communications Center. Additional staffing will be scheduled at the primary center in response to the increased calls for service in Oxford last night. ECC staff met with Oxford Police and developed a plan to handle the continued increase in calls anticipated during the coming week.

Sheriff Jones is also activating the back-up center with staffing which will primarily be concerned with 24 hour monitoring of the COVID-19 situation. The back-up center will also be prepared to assist other dispatch centers in the county if they experience staffing issues related to sick employees. “We watch our numbers every day and make adjustments accordingly,” states Sheriff Jones. “Miami University cancelled in person classes and uptown Oxford was busy overnight. We have to adjust for that.”

Butler County Jail Ready If Faced With The Corona Virus

Sheriff Richard K. Jones reports that members of the Butler County Sheriff’s Office Emergency Response Services (ERS) have met with representatives of the Hamilton City Health Department, Butler County Board of Health, local law enforcement, fire & EMS, as well as other county entities in regards to concerns of the Corona Virus. Part of this discussion involved jails and the possibility of inmates contracting and/or spreading the virus. We have also received some inquiries from concerned family members.

Currently no inmates have tested positive for the virus and the Sheriff’s Office has extensive procedures in place should persons incarcerated in our jail test positive. “We have isolation and quarantine plans in place should they be needed. I have confidence in my jail and medical staff with their ability to handle this situation should it arise”, states Sheriff Jones.

Sheriff Jones also wants to remind you that this is a fluid situation and all Butler County government agencies will continue to collaborate to identify any needs or  concerns.  Sheriff Jones states “obviously washing your hands is basic and important, and if you’re like me, a simple fist bump instead of a handshake is probably ok…better safe than sorry”.
